What is the best wireless service for my notebook in Pattaya City and how much does it cost.

In Pattaya City, the most reliable provider is DTAC, of course you need a so called Aircard (Air Card ) which you can get in some most computer stores or even at these small mobile phone booths.
For the more convenient approach you can also get it directly at a DTAC store with the wireless service.
The monthly flat rate or fee is nowadays (12.2009 ) 990 Thai Baht per month. The connection rate is usually around real 400kb even they say it should be 512.
